Phenix City Council met for a regular Council Meeting at 9 a.m., EDT, on Tuesday, October 19, 2021 via the teleconference platform Zoom. The media and public were encouraged to watch online by visiting the website calendar, located at https://phenixcityal.gov/events, and selecting the meeting date. After the event, the recording will be posted to the city’s YouTube channel. Cable TV BEAM also broadcast the meeting live on Cable Channel 7.

Mayor/Council took the following action on agenda items:

October 4, 2021 Work Session Minutes were approved.

October 5, 2021 Council Meeting Minutes were approved.

Resolution in reference to authorizing and directing the Mayor and City Manager to sign and enter into a Contract Agreement with Barbara Mansfield for the purchase of 0.33 acres more or less located on 11th Avenue South in an amount not to exceed $7,700.00, was approved.

Resolution in reference to authorizing and directing the Mayor and City Manager to sign and enter into a Contract Agreement with George Mike Corcoran for the purchase of 1.98 acres more or less located on 5th Street South in an amount not to exceed $23,481.00, was approved.

Resolution in reference to the Mayor and City Manager to enter into a contract agreement with the east Alabama Chamber of Commerce in an amount not to exceed $35,000.00, was approved.

Public Hearing of four (4) Resolutions in reference to the fixing of costs incurred by the City of Phenix City for the removal of substandard structures and the establishment of special assessments upon properties located at: 1908 10th Avenue, 1911 10th Avenue, 2107 12th Avenue, and 805 16th Street, was held. No one came forward to address Council.

Resolution in reference to purchasing (1) one Freightliner/PAC-MAC KBF-20-ML W/TKB1824 Graball from Ingram Equipment Company through SourceWell Contract No. 060920-NAF in an amount not to exceed $163,413.76, was approved.

Resolution in reference to authorizing the Mayor and City Manager to sign and accept the proposal from Willow Construction, Inc. to add (2) two additional siphons at the Lakewood Park Dam Repairs Project, was approved.

An Ordinance to Amend Sections 4.16-C of the Merit System Rules and Regulations of the City of Phenix City, Alabama, was approved.

A Claim filed by Willie McCall was tabled until November 2, 2021.

A Claim filed by Harveta J. Florence was denied.

A Notice of Claim filed by John Foy & Associates was denied.
