Job Title: Right-of-Way Supervisor

Reports to: Limbs and Debris Supervisor
Job Summary
Schedules and coordinates maintenance of right of ways based on immediate need. Oversees right-of-way maintenance to include picking up litter and debris from right of way ahead of mowing operations, removal of grass clippings, vegetation, and limbs using hand tools, power trimmers/blowers, and chain saws, cutting grass using tractors and zero turn mowers. Ensures proper loading/unloading and maintenance of tools and equipment. Ensures proper placement and use of traffic control devices. Maintains records such as daily activity reports for work crews. Performs additional tasks in support of the department as needed or upon request.
Essential Job Duties & Responsibilities
The following duties are normal for this position. Other duties may be required, assigned and expected aside from those set forth below to address operational needs and changing operational practices.
- Assesses city right-of-ways to determine scheduling of crews
- In coordination with Service Maintenance Supervisors, assists with ensuring ROW crews have proper equipment and tools necessary to perform assignments
- In coordination with Service Maintenance Supervisors, ensures that proper traffic control devices and other work zone safety measures are in place
- Assists with ROW maintenance as needed to include litter removal, mowing, removal of obstructing vegetation
- Attends departmental and safety meetings as required
- Daily supervision of ROW personnel to include evaluating performance, reporting deficiencies and/or recommendations of corrective actions if needed and location assignment and training of new personnel
- Be willing to work non-duty hours, holidays, and weekends as necessary to achieve goals
- Required on call rotation with other supervisory positions
Qualifications
Education & Experience Guidelines
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities required for this position would be:
Education/Training
High School Diploma or GED required
Experience
Minimum 3 years of experience in ROW maintenance
Licenses or Certifications Required
Valid Driver’s License
The following generally describes the knowledge and abilities required in order to successfully perform the assigned duties of the position:
Knowledge of:
- Organizational and operational procedures of the Limbs and Debris division of the Public Works department
- Proper operation, use and maintenance of assigned equipment
- The safety rules and procedures of the Public Works department
- Policies, rules and regulations of the City of Phenix City
Ability to:
- Read and comprehend operator manuals, written directives, gauges and indicators
- Complete non-complex forms and records
- Verbally communicate to converse with supervisors, crew members and coworkers both in person and over a two way radio
- Perform simple math calculations using addition and subtraction of whole numbers
- Comprehend verbal instructions
- Safely and efficiently operate assigned equipment including tractors, mowers, zero turns and chain saw
- Follow instructions and efficiently complete assigned tasks
- Exercise good judgement particularly in tasks involving safety or others or efficiency of operations
- Work under general supervision to carry out assigned tasks
- Work in a constant state of alertness and in a safe manner
- Be available to report to any Public Works related calls while active in the on call rotation
- Work as a member of team
