Summary of Phenix City Council Meeting

April 21, 2020 – 9:00 am EDT

Phenix City Council met for a regular Council Meeting at 9:00 am, EST, on Tuesday, April 21, 2020 via the teleconference platform Zoom. The media and public were encouraged to watch online by visiting the website calendar, located at https://phenixcityal.gov/events, and selecting the meeting date. After the event, the recording will be posted to the city’s YouTube page. Cable TV BEAM also broadcast the meeting live on Cable Channel 7.

Two proclamations were read at the meeting, giving exposure to each cause. The proclamations were then mailed out to the recipients.

Mayor/Council took the following action on agenda items:

April 6, 2020 Work Session Minutes were approved.

April 7, 2020 Council Meeting Minutes were approved.

Resolution authorizing the Mayor and City Manager to enter into an agreement with Goodwyn, Mills and Cawood, Inc. to improve ADA and pedestrian accessibility along 14th Street between 5th Avenue and Broad Street in the amount of $64,076.03, was approved.

Resolution authorizing the Mayor, City Manager, and Fire Chief to sign an MOU Agreement with Firehouse Subs Public Safety Foundation, Inc., was approved.

Resolution and Public Notice making application to the Bureau of Justice Assistance for a Coronavirus Emergency Supplement Funding Program FY 2020

Formula Grant for financial assistance for the Police Department. The Public Notice was approved – setting up a Public Hearing on May 5, 2020. The

Resolution was placed on First Reading. Council will consider the Resolution on May 5, 2020 after the Public Hearing has been conducted.

Resolution purchasing one Holmatro SR 20 PC2 gasoline power unit, one Holmatro CU 5160 Combination Tool, and two Holmatro 32’ hydraulic hoses for

Fire/Rescue Services Engine One from NAFECO in the amount of $15,022.00, was approved.

Resolution purchasing two Holmatro SR 20 PC2 gasoline power units, two Holmatro CU 5160 Combination Tools, and two Holmatro 32’ hydraulic hoses for Fire/Rescue Services Engine Three and Engine Four from NAFECO in the amount of $30,837.00, was approved.

Resolution accepting a proposal from Constantine Engineering, Inc. and authorizing and directing the Mayor and City Manager to sign Task Order 23 for the proposed Professional Engineering Services for the Wastewater Treatment Plant Upgrades in the amount of $675,000.00, was approved.

Resolution accepting a proposal from Constantine Engineering, Inc. and authorizing and directing the Mayor and City Manager to sign Task Order 24 for the proposed Professional Engineering services for the Wastewater Collection System Upgrades in the amount of $495,000.00, was approved.

Resolution accepting a proposal from Constantine Engineering, Inc. and authorizing and directing the Mayor and City Manager to sign Task Order 25 for the proposed Professional Engineering Services for Bridgewater Drive Sewer Upgrades in the amount of $130,000.00, was approved.

Resolution accepting a proposal from Constantine Engineering, Inc. and authorizing and directing the Mayor and City Manager to sign Task Order 26 for the propsed Professional Engineering Services for Saddlebrook Sewer Upgrades in the amount of $89,000.00, was approved.

Resolution accepting a proposal from Constantine Engineering, Inc. and authorizing and directing the Mayor and City Manager to sign Task Order 27 for the proposed Professional Engineering Services for Summerville Road Water Main Extension in the amount of $180,000.00, was approved.

Ordinance amending the voting place of District One in Municipal Elections, was approved.

Business License Applications submitted by Adriane M. Haines for Haines Entertainment, LLC d/b/a Aces on 80 Bar and Grill located at 3928 Highway 80, Suite A and B, were approved.

Claim filed by Michael Scavone was approved in the amount of the lowest estimate of $6,498.45.

Claim filed by Equian Event A/A/O ACCC Insurance Company, A/S/O Lashanta Valentine-Adams was approved in the subrogation amount of $5,250.46.
